Chanel,

You can add them to the project role of Service Desk Team (SDT), however, they can't work on issues because the lack the JIRA Service Desk License. These users are called collaborators.

The JIRA software users will have limited ability in your service desk. Please see documentation below.

You can give them an agent license in JSD if desired. Typically this is not the approach that is used. Rather, you create a linked issue for the JSD issue. This linked issue is associated with the JSW product and that issue is assigned to the developer. Use Automation if desired to have the JSD issue closed when the JSW issue is closed.
