thanks for your question. 

Yes, Jira has scheduled reports. They are called filter subscriptions.
You need to go to issues --> search for issues, select the relevant fields and attributes and create a filter via Save as.

After that, hit the Details button right next to Save as and click New subscription.
On the following screen select the interval and hit subscribe:

sadly there is no standard feature for this. The issues are put into a table directly into the email.
If you need csv you would need to use a third party app like this one
