Jira ServiceManagement License not providing OpenID SSO

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!
We recently needed to reinstall Jira ServiceManagement
We use the built-in OpenID SSO application to configure SSO for our instance
However, after reinstalling, there is no option to use OpenID, the only option is "Crowd single sign-on." We are using the same license we previously used.

full reinstall, we didn't use any paid applications to provide OpenID Connect SSO, just the built-in system app
but the only option for authentication methods is Crowd
