I want to group tickets by dept. eg Purchasing, Sales Shipping
And I want a dept manager to see all tickets reported within his group and not just tickets reported by himself.
How can I do that and give him a dashboad.

Do said managers have the rights to view the relevant issues to start with?
If so, you could add a custom field defining the department, then create JQL filters based on this field and display those filters on a dashboard. The CIO could have the filters of all departments displayed on one dashboard.
If not, it gets a little bit more complicated but it's definitely still possible.
