Jira Project Template with projectTypeKey "service_desk" results with not loading sidebar.

I'm trying to create a project template plugin. When I set the projectTypeKey to "service_desk" and create a new project with this template I ended up getting this service desk project that does not load the sidebar, and also have restrictions on some of the settings. (tested with the template project from the docu, "business" key works out of the box, but changing to "service_desk" have this error.) I've also tried this on my own plugin, same problem
Is there a permission setting that I am missing?
