Jira Core without Service Desk?

We need to provide read-only access some Jira Core users in a project that allows anyone with Service Desk portal to create tickets.

 Can we do this, is it possible to grant Core but not Service Desk? I think we're stuck.

Hi @Robert Leachman,

If you just want to give the read access to all issues in the service desk project, you don't even need issue security.

You can add users to a project, that do not have the service desk agent role. This users will have a restricted access at all, but are generally able to add internal comments for example.

If You add this users to a role, viewers for example, and give this role only the browse project permission, they won't even able to do this, they can only view the issues then.
