When a user is tagged as watcher in a particular service desk request the same user does not populate in the Help Desk UI under "Requests".

There is a filter "Created by anyone" and "Where I am a participant". Just try selecting one of them.
Keep in mind that request participants and watchers are different. In the portal under requests this is for request participants not watchers. Watchers have access to the Jira application UI whereas customers do not but do have access to the portal,
