Issue with time increments for TIMEORIGINALESTIMATE field in .JIRASchema.jiraissue

I am querying the table 

SELECT TIMEORIGINALESTIMATE FROM JIRASchema.jiraissue ji (NOLOCK)
WHERE ji.TIMEORIGINALESTIMATE IS NOT NULL

 

The issue is when I export some of the values are coming as seconds and some of them are coming as minutes. Why is this? How can I make it consistent across all values.

Ex: UI shows for INTs

ticket 1: field value: TIMEORIGINALESTIMATE - 60 UI shows 1h
ticket 2: field value: TIMEORIGINALESTIMATE - 3600 UI shows 1h
ticket 3: field value: TIMEORIGINALESTIMATE -18000 UI shows 5h

This does not work because nothing is consistent and I can't provide the correct time period for this field.
