Issue type is associated with a workflow, but when viewing issue types does not show same workflow

I cant seem to get the Incident issue type to connect to the workflow.  Am I missing a step, or is this a bug?  The Issue type - Incident is associated with the workflow, but the workflow is not associated with the Issue type - screen shots 1 and 2 respectively.

Your workflow scheme shows "draft" have you published it?
