The point is that we want to assign ticket automatically according to consultants skills. Is that even possible? I´ve found out this KBA but have no idea what means the "plan" mention in article.

The KB article you have is for Advanced Roadmaps, as opposed to Jira Service Management.
This article might be better suited to your needs.
