In the notifications settings I could only find the event "issue updated", which probably includes all changes of an issue.
No, notifications are not implemented at a field level, the code only reacts to events.
You would need to turn off issue-level notifications, then use one of the scripting or automation apps that can be set to do more clever notifications to send emails conditionally.
