we have SD customer portal, and need a possibility for client to link new issue to another.
Is it possible to allow clients to link issues in Customer portal?
(using Jira or other software)

Sadly the ability to work with/view linked issues on the customer portal is not possible.
There is an open future request for that so perhaps best to vote/watch that one.
it might be possible with an add-on and I notice that Extension for Jira ServiceDesk is mentioned a lot for this. (although this might only be viewing)
