Something is off here. I'm an admin and I'm able to see all requests across organizations in the customer portal. However, my colleague is also an admin and she cannot view them. I'm trying to figure out how to grant her that permission.

Even though a user had admin access it does not mean they will see issues. By default, the admin has access to all projects but not the issues. You might have an additional role that is providing this access.
