Hi,
We have created new Custom Field in Jira Service Desk as "Mgmt Approver".
We have added this field in Change Management screens.
We would like Jira to send email, to the person whose name is selected in the Mgmt Approver field.
We are the just two weeks old Rookie in using cloud Jira Service Desk.

JIRA SD has a built in approver https://support.atlassian.com/jira-service-desk-cloud/docs/set-up-an-approval-stage-for-a-request/ system in place and I would suggest using this directly.
Alternatively, consider adding a custom event and replacing the default notification in your workflow post function with this event:

Hi Anwar,
you can add approval steps to a status in your workflow with approve/decline transitions. When a user is selected as approver the customer notifications in that project will take care of making him aware and he can approve/decline requests in the customer portal view. He doesn't need to be an agent.
