1.we have support system which will trigger auto ticket if server have issues,
2.we would like to prevent ticket creation using summary.
3.we have to prevent ticket creation, if ticket is already there for the same server in any status but not in (Closed, Declined, 'Decline Planned', Superseded)).

You will have to use a workflow validator that checks existing tickets. You could use jmwe or scripting validators to accomplish this.
