Our team is considering moving our JIRA from a local server to Atlassian cloud, is it possible to get assistance from Atlassian support team?, if not, what steps should we take?

Does system and project configurations and user accounts get exported?. or do we have to do all the configurations and add user accounts from scratch?

There would not be a lot of point in exporting and importing without that! It takes everything.

I've updated our JIRA Core from 7.3.6 to 7.9 by following https://confluence.atlassian.com/adminjiraserver/upgrading-jira-applications-using-the-installer-938846937.html
But I'm getting an error when I try to update JIRA Servie Desk and JIRA software, below image is the screenshot of the error:
What should I do at this point?, which log file should I comb through?
