How to create Table of Contents in new Confluence editor, that work in Jira Service Desk Help Center

I'm hoping to hear from people who are using both Confluence Cloud (new editor only) and Jira Service Desk Cloud, with a knowledge base connected to one of their service desks in the Help Center. 

Are any of you creating tables of contents for your long articles? How are you doing it?

Since the Table of Contents macro doesn't work in the Help Center (known issue; JSD developers have told us they have no plans to fix), we were using the Table of Contents Zone macro. Suddenly, that has stopped working. 

Thanks for ideas/ suggestions!

They have no plans to fix a fundamental feature of Confluence that doesn't work in JSD? I guess the only workaround is to manually create anchors and links in the page. Making the macro work seems like something that would take minimal effort, but maybe there's no interest.
