When using Jira cloud, it’s not possible to change the URL and this is also true for the customer portal.
There is a feature request suggesting the implementation of this ability:

As a workaround, you can use 301 redirects. It means that you can redirect the portal URL, for example, https://mycompany.atlassian.net/servicedesk/customer/portal/1 to a custom link, e.g. www.mycompany.com.

As this is something that must be configured on your side, there is no documentation from Atlassian.

Are you referring to the portal URL? If so, currently it is not possible out of the box. Please see https://confluence.atlassian.com/confeval/jira-service-management-evaluator-resources/jira-service-management-customize-your-portal-url
It is my understanding it is a feature that Atlassian is still gathering interest from the user communities.
