We have a requirement such that the notification has to be sent as a mail for the users of Multiple user picker Custom field value on creating that specific issue type. And this has to be covered for the specific issue type under all the projects.
As of now, we found an option but that is to set the Notification for all the rapid type under specific project.

We need to send Email notifications to few users after creating/updating the specific issue type. And these user values are from 'Multiple user picker' custom field of the create screen.
And we found that the option called 'Notification' under specific project administration configuration related to this functionality. But this is applicable for all the issue types and for the specific project.
But we need to have Email notifications for the specific issue type and for all the projects.

Notification, is the setting where you can select which notification schemes will be associated with your project.
Notification scheme is project wide.
Are you running Jira on Cloud or on-premise.
On Jira Cloud you will have automation (by default) on your project and you could create automation rules based on your requirements
For Jira Server on-premise automation is a payed plugin on Jira DC it should be available as well.

We are using the application on-premise.
And other thing I wanted to check is can we have this notification configured for workflow status. Like there are 4 workflow statuses, after the issue reaches to 3rd stage of status we need to send the notification. How to achieve this functionality?

You can create a custom notification and add that to your notification scheme.
Use this custom notification in your workflow on a post-function of a transition.
In the notification scheme you wil have to set the recipients that will receive the notification.
Or add the existing Issue Created notification on the post-function and set the recipients that will receive the notification.

How can we create the custom notification, I am not finding any option.
And also in post function of transition, I am not finding any option related to notification to add.
