based on your post I am assuming that you are looking at the customer notifications under project settings. Is this correct? Assuming so it is correct that you will not see assignee in the two field. This is for customer notifications not internal agent notifications. Your agents, including the assignee, will be notified based on the notification scheme defined under project setting - notifications. Hopefully this is what you're looking for but if not please elaborate.
