How can I notify a group of users of a scheduled change via email whilst normally only beeing able to notify one single user.
Could I potentially use Automation and how would that scenario look like with all steps included.

A few things that you can communicate your information to all users -
1) In your portal UI, add help center announcements via the Help Center's UI "Customize" button. This is a great way if the changes are impacting entire JSM env.
2) Use the Introduction text in each project's Project settings >> Portal settings to announce the scheduled change.
3) In regards to Automation for Jira, it is a bit difficult since the rule is only trigger based on certain issue events (i.e. issue is created, updated etc..). Where you can create an action to send out custom emails to your specified recipients. It is not a solution if there are no issue triggering events can be identified.
