I've tried
jira.issue.editable false jira.permission.comment false jira.permission.work false jira.permission.comment.user false
in the properties of closed state but none of them is working.
Any suggestion is appreciated :)

You must be a registered user to add a comment. If you've already registered, sign in. Otherwise, register and sign in.

This worked but the user cannot access the closed issues at all; I'm trying to disable comments only.
