Getting License needed error while opening users & Roles

We have enough license & I'm administrator of that project still receiving attached error.

@Jeya -

Have you check to see if you have enough Agent licenses for your server env?  In addition, are you assigned with an agent license yourself?

We have 500 license only 200 used, and i have Agent license. i'm able to see the user and roles when i go through Project settings.

Thanks for your updates.  Have you check to see if your server license has expired or not?  

https://<your site url>/plugins/servlet/applications/versions-licenses

If everything still looks good, I would recommend you to contact Atlassian Support (https://support.atlassian.com) for further assistance on why you are getting the error message.
