File Share latency problems

We are running a load balanced two server setup in Azure on Windows machines using a common Premium File Share 

The application is slow and the disk latency test:

java -Djava.io.tmpdir=<index directory> -jar support-tools.jar

performs very slow, several magnitudes more than recommended from Atlassian. 
We get an average of 6-9 milliseconds for open, r/w, close and delete calls.

Anyone out there encountering the same kind of latency problems in Azure?

is local for azure VM ? if so, what's the your subscription?

Microsoft is not writing anything about Latency and that is what is important for the application as it requires less than 1 ms latency for open, close, r/w and delete operations. We are now considering using Azure NetApps Files.
