Event search via API & permissions

Hi,

Lesotho Team have a report that they were able to run on dhis v2.25, since the move to v2.30 they cannot run it anymore.

Since the update they used to run it on a irregular basis and would demand on superusers to run it for them, but with a recent MoH audit, they will now have to run the report weekly and they have to run the report themselves as it would be overwhelming for superusers.

More details on the problem:
We have identified that an API call seems to be the cause of the problem. We have an example below.

- User tnonyane will not be able to run #1 but #2 will work.

- A superuser will be able to run both calls returning the same event.
