Is there any way to see if an email has been sent to a client. we have had a few people tell us they do not get our support emails and was wondering if we could see if something bounced or was never sent

Do you mean an email notifications?

You could test what is being sent by creating an account with with a personal gmail account or something, and create a request and add comments etc and then see if you receive the email notifications, at least then you will know if the the problem is yours or not.
Don't rule out customers being at fault either... they could be blocking email from the atlassian domain address, or have SPAMMED them or have rules on their mailboxes to filter out.
You could also check your Customer Notifications in Project Settings and make sure nothing has changed.
