Does your customers don't see the attachments in the portal or do you want the attachments to be attached to the notification email?
If you want the second, you'll need an app, as Jira does not include it in the notifications. If you don't want to use an app, your customers will have to log-in to the portal, I think.
Bastian is correct. You will need a third party app to include attachments in emails to customers. We make Notification Assistant for Jira which does exactly this.

Is the attachment field listed on the request type you would like it to display on in the portal? You will need to have the attachment field visible to the customer in order for them to see the attachments in the comments.
