Custom front end with a Jira/Service Desk back end solution

We are in an exploratory phase where the need for a more customized front end solution is needed for our organization. A front end solution that cannot be achieved with standard Jira/ Service Desk or other Atlassian offerings, such as Confluence. 

The reason for this is that we need to be able to provide users with a common theme for the UI in the data intake process where the forms have a standard look and feel and all impacted parties can manage requests from the UI, not Jira/Service Desk. This includes, submitters, approvers, service desk agents, etc. To be more specific, we want to create a Ticketing Web application with dashboard capabilities using  Jira-Rest- Api client library and Angular/Spring  technologies.

While we understand that this in not a typical solution that most (maybe all) of you would recommend, but we need to exonerate all possible options as the current Atlassian suite cannot provide the specific customization we need to migrate from a current Java based solution. So, we are looking for anyone who has tried this before or knows of a Platinum partner that has offered this before to help us. We know Jira can support all back end functionality, but need help with a front end piece.

We have committed to Atlassian and all of the applications within it as our champion solution, but we truly need to take it to another level. If anyone can assist, please let me know.
