Hello,
We would like to use a custom SMTP server instead of the Jira cloud SMTP server, due to compliance reasons. We need to use a custom SMTP server which logs outgoing deliveries successes/failures with some header attributes.
1. Is it possible to configure a custom SMTP server?
2. If not, how are delivery failures tracked by Jira cloud SMTP?

When it comes to Jira Cloud, it's not possible to configure a custom SMTP server. This is a restricted function.
Configuring an outgoing (SMTP) Mail server
Atlassian Cloud comes with an internal SMTP server configured to send notifications.
The prefix is not configurable.
There is a feature request suggesting the implementation of such ability:

And finally, how are we aware that a message could not be delivered when configuring Jira to send emails on behalf of our domain?

On Jira Server it's possible to add a custom SMTP:
Regarding the notifications, only we can check the reason why it was not delivered.
We have tools to check if there are blocks or bounces on the specific email address and we can also check the logs to confirm if Jira sent the notification and if it was delivered or not.
Even using a custom domain to send notifications, this is not something that it will be possible to access in Jira.
