No there is no feature like this.
Jira doesn’t actively store what you type till the create event is triggered.
You can raise a feature request at jira.atlassian.com if such a feature request does not yet exist.
There is a app on marketplace that does the trick for comments - saving issue descriptions as draft is coming soon:
However, this is only for jira server.
