I wanted to see if there was a way to create a drop-down or multiple selection options for software request-driven from the customer portal. Not sure if this is possible, if not i have a question about forms.

Yes, it's possible to have a dropdown on a customer request. You can either use the native Components field or create a custom field. You'll need Jira admin access (not just project admin) to create a custom field.
The field needs to be available on the screen that the issue type associated with the request type uses. For example, in this project, you can see that the Release request type uses the Issue Type of Change. The request type is what the portal customer sees; the underlying issue type is what the service desk agent sees in Jira.
From there, you can go to the Issue Types in the project settings and see which screen the issue type uses.
Click through to the screen and add your custom field to it. If you are a service desk project admin but not a Jira admin, you will need to request that your Jira admin do this.
You can then go back to the request type and click Edit fields. On the Edit Fields screen, click to the Request Form tab:
And on that screen, click the blue Add Field button and select the custom field (or the native Components field) from the list.
