I tried to create a support ticket, but cannot because my license is for "Jira Service Desk (Cloud Free). Is this still the recommended way to proceed?
BTW, I'd like to make a classic project because I need a customized workflow and that feature (as I understand it) is not part of next-gen. This is the original problem, and if it can be solved, then I don't need a classic project.
Update: I was able to create a classic project without going through support. I went to Project Settings -> Advanced and there were two content frames that described the characteristics of both Classic and Next-Gen projects . Inside the Classic description was a subtle button that said "Create".

Thank you for sharing. I'm glad that you found where to create classic projects.
By default, new sites have only the option to create next-gen projects and the classic ones need to be enabled manually on the project settings.
