Is there any capability for the cloud offering to integrate with Chat software? Or, is most of the plugin integrations require on-premise installations?

It supports Jira Cloud, Jira DC and Jira Server. It provides you the ability to deploy a Chat Widget to your external website/application/Jira Service Portal which allows customers to contact with your agents. All the Chat conversations are stored as a separate Jira issue and comments within the issue, and therefore you may use the advantages and features provided by Jira and Jira Service Management fully like workflow, SLA, JQL.

You can definitely integrate chat applications with JIRA cloud to build out your ChatOps capabilities. i.e. Jira cloud can integrate with Slack.

I do not see this to be an integrated option within the cloud solution. Is there other chat plugins that will show up as a option from within JSD cloud SAAS version as a intuitive interface?

Just to clarify, are you looking for a chat feature that embeds on top of Jira Service Desk's web interface? For example, if someone is looking at your customer portal, you'd like a live chat button that creates a chat window on the same page.
If that's the case, I can confirm that there aren't currently any plugins that give you that functionality in the Cloud version of Jira Service Desk. There are some options for the on-premise (Server) products.

Hi @Irfan Azeez - for Jira Data Center, you can take a look at the marketplace listings related to chat at this link. Not everything is directly related to what seemed to be the ask on this question, which was "add a live chat option to the customer portal". While I can't recommend any particular app listing, there do appear to be a couple Data Center certified apps that mention functionality like that. Cheers!
