Change and Incident Risk - Summary

We have for some time now been looking into migrate our setup over to Atlassian cloud from datacenter.. But need to explore all the options first. 

In Change and Incident under Jira SM Cloud we have a field for Change Risk and Incident Risk(?), that are looking at effected services and gives you a summary.. 

Is this something that are easy created also on datacenter or are only available on Cloud?

You could do something similar in Data Center, but it would require that you set up a service catalog in Assets and then include that in the automation that sets the change risk. On Cloud there is a service registry where you can set the tier, and that tier is used to set the risk. Everything else is just two custom fields for the risk and adding values for those fields.
