Cannot browse all user in define group when adding to roster

I have created a Group within Jira named TEST and have added users whose name start with A through Z

When I go to the User Picker within a ticket, select the TEST group in the 'In group' field and hit the Filter button, I only see names starting with A through O and then Y through Z. 

I see no filter results for names starting with P through X

If I only have names starting with P, then the filter displays 0 results.

These names all show up normally when searching in ANY

Additionally, If I type in the first letter of the user in the "Full Name Contains" field and search within the group, it WILL be displayed as a result - just not when the field is blank

Any ideas would be appreciated.
