When I want to create a new request type in Jira service Desk, I have to select the issue type on which it will be based on. Can I select multiple issue types while creating a request type? For Example: suppose the issue types associated with the service desk project are - change request, incident and service request issue types. I want to create a request type which will be based on both - change request issue type and incident issue type?

It is not possible. You can create many request types based on the same issue type, but now one request type based on many issue types.
