Updating the JSD software while it is not running, sure you can just run the software installer
Updating a ticket while you are not connected to the network (aka offline sync)? Such a feature does not exist. You require an active connection to the system to update an issue. It cannot be modified locally and then synced back. There might be some 3rd party desktop clients that allow this but nothing supported out of the box.
