I need my team (not a project lead, not an admin) to be able to create and edit queues in JIRA service desk. Is this possible?

unfortunately, just Project Admins or JIRA Admins can edit queues.
There's an app that allows you to decide who can administer your queus https://marketplace.atlassian.com/apps/1216386/queues-for-jira-service-management?hosting=cloud&tab=overview

Hi Cooper, welcome to the Community. Absolutely, anyone should be able to create a query. Are you experiencing something different? Can they click in the search box and choose advanced search?
