Batchers updates disappears after restart

Using the instructions here https://confluence.atlassian.com/adminjiraserver/customizing-email-content-batched-notifications-976770772.html I am attempting to modify the batched emails in JIRA. This works when first uploading the app, however after JIRA is restarted this add on no longer appears and my batched email changes do not persist.

Checking on the server the batched app I upload does appear on the server still but JIRA just doesn't seem to recognize it.

@Zachary Miller - check your Jira application logs. Are there any errors involving the batcher app?

Either uploading the app or start/stopping jira I don't see any errors being generated about the add on.
