I would like to automatically create issues onto JIRA so that someone doesn't have to add it in periodically so that certain periodic tasks can be tracked .. How can I do this ?

You can use the JIRA CLI Add-On (https://marketplace.atlassian.com/plugins/org.swift.jira.cli) to create scripts that will do the job for you.
