Attachments are missing from newly created JIRA tickets

Dear Experts,
We are using JSM server version and Email this Issue mail handler to create tickets in JIRA system. When user sends email to our JSM some tickets got created without attachment, not all the tickets. In some tickets attachments field is missing.
Some tickets got created with strange Subject line and description.
We tried to reproduce the same issue with original email but everything working as expected
2023-10-09 11:52:11,107+0000 Caesium-1-4 WARN bac82 Finance Nordic Service Desk [c.m.j.p.emailissue.handler.MailUtil] Unsupported encoding found for part while trying to discover attachments. Attachment will be ignored.
java.io.UnsupportedEncodingException: utf-7
Any suggestions to fix this utf 7 issue
