I have a project in JIra Service Desk, in which the Admin of the project cannot change the reporter's name. When she tries to search for a name, it just comes up with no options (screen shot attached).
I've tried messing around with permissions and adding the user to all sorts of Project roles (service desk user, Project admin, User and added her user specifically to the project's "modify reporter" scheme option) but no luck.
When i am logged in as myself, I can change the reporter's name to anyone that is a customer on the project without any issues, so i'm at a bit of a loss as to what to do.
Has anyone experienced this, have i missed something easy?

Since you already added the user to the "Modify reporter" permission, Can you also check if the user has the Browse users global permission ( Administration -> system -> global permissions). You can check if the user is part of the group that is in Browse users permission.

Thank you for this! This worked for us. We were having the issue on Jira Service Desk. Everyone was having no issue at all, except for one. After a bunch of trouble shooting, I just decided to try adding "jira-servicedesk-user" group as a whole to the "Browse users and groups" global setting, and the issue went away for that one person. ¯\_(ツ)_/¯
