How to resolve user picker error : User filtering is disabled for this user picker. All active users

I am not able to enable user filtering for a single user picker field in my project. Whereas user filtering is working perfectly fine for another singel user picker which was created earlier in the same project.

What is the difference between the settings for the two fields?
