I'm trying to create a rule that updates a JPD issue's Status with its delivery ticket's Status... essentially auto-updating it. If I create the rule in JPD, I can't include any other Jira project to its scope, if I do it in the Jira project, I can't include the JPD project in its scope.
1. What permission am I missing? I'm admin for both projects.
2. Is there a more obvious way to do this that I am missing?

You need to create a global automation rule. We actually have an automation template that is doing what you're looking for, I suggest taking a look at this documentation about automation templates in general or this one specifically about delivery panel.

You would need to be accessing the global administration for automation rules to be able to access both projects for scoping the automation rule. This would require you to be a Jira administrator.
