We are currently migrating our customer ideas from start deliver to jira product discovery. However we are running in to an issue. We would like to be able to share views with external customers (this is not the issue). However we would like the customers to be able to create and comment on ideas without giving them access to the entire project. We only want to let them be contributors on specific views. Is there any way to enable this functionality?

This functionality does not exist within JPD at this time. Nor do I believe the ability for stakeholders to create and/or comment on ideas will be on the product roadmap any time soon.
Users need to exist within your site in order to do either - which if I'm not mistaken - follows the permission of any Jira product. Same goes for viewing ideas and projects.
Feel free to share this feedback with product and engineering within JPD under the Give feedback tab. Maybe it will be something considered in the future, at least for comments.
Otherwise it might make sense to use some other forum (such as JSM) to collect this type of information, and either copy / push it into JPD.
