Contributors adding ideas without main Jira Licence?

I have been looking through the pricing information available here: Manage your teams' product access | Jira Product Discovery | Atlassian Support

We have a group of stakeholder users that want to be able to provide ideas into the JPD space, but would be a waste of a licence to provide access to Jira in general (no interest in involvement in the day-to-day delivery process). 

Am I reading this correctly in that we can provide Stakeholders access to JUST Jira Product discovery projects? And this would not require us to use one of our normal Jira Licences to do so?
If that is possible, it could really help us not waste a bunch of Jira Licences on users who won't use them.

Yep you are spot on here. 

Stakeholders can submit ideas. There is no cost. You don't need to use any other Atlassian/Jira paid license. Best summarised by Tanguy in this post (screenshot below). Hope that helps!
