Why does Jira Core say there are 0 users?

Jira Core indicates there are 0 users on this Application eventhough I have 3 users assigned to "jira-core-users" group? I think this might have to do with the fact that I cannot see boards whenever I create a businees project.

Have a look at "manage applications".  Which group(s) are set to allow access to Core?
