How can I add "Blocker" issue type to all newly created projects?

When I create a new project (scrum, kanban, etc) JIRA shows me which issue types will be added but doesn't let me edit that. Even if I add "Blocker" to the default issue type scheme it doesn't add it automatically.

Instead of creating the project from one of the templates, click on "Use a Shared Configuration" option under the dialog than select a project with the issue types you want. You can create your own template projects with the issue types you want and select one of these project instead of presented build in templates when creating a new project.

When you finish creating the project you need to go to the project administration page and select the option issue types.

there you have the option Edit issue types (at the right)
