How can we embed one dashboard into another master dashboard in JIRA

How we can set up JIRA where multiple workstreams (Scrum teams) can create their own dashboard and a central dashboard can show status of each dashboard by the workstream.

The concept of "include" does not exist for dashboards.

But, you can of course, implement this manually. If there is a gadget X added to a team's dashboard, then you can add X (same configuration) to the master dashboard. It is absolutely doable, albeit manual work.

Gadgets (for server) can be written as apps by anyone who wants them, so yes.  I'd check the marketplace for gadgets that might help first though.
