Are changes to schemes - and associated items (fields, screens, permissions, etc) - logged anywhere?

It would be helpful to know what, when, and by whom, changes are made to the various JIRA objects.  Examples:

• a new screen is associated to a screen scheme
• a custom field was reconfigured
• roles for a project were modified
• a workflow was published

Is this available, and if so, where should I be looking?
